The International Target Values (STR-368) provide guidance on accepted performance goals and measurement solutions for IAEA safeguards accountancy programs (INFCIRC/153). The ITVs are typically reviewed every 10 years with the next revision targeted for release in 2020. This project evaluates each of the referenced measurement techniques against the stated performance objectives to enable a defensible assessment of each technique with respect to the ITV guidance and identify the techniques where improved performance is either available or required.
